what can you do legally if you are suspecting that your friend is schizophrenic?
My friend is showing signs that are usually common to schizophrenics. He thinks the mafia is after him, that they put a gas unit or something in his car that they added a camera of surveillance in his house and they are trying to tell his story to all the women of the world so they do not date him and he is having sexual problems from it … I do not know if I could ask for a civil commitment case because he is thinking of harming himself.
Schizophrenia is a disease that should not be taken lightly. I am going to give you advice based on assuming this is not a joke.
If you sincerely feel that your friend may be displaying signs of this disease which does include symptoms of paranoia and illusions, then you should try to sit him down first with a psychologist who will ask him the right questions to try and determine if he is leaning in the direction of a mental illness of some sort. He would then be referred to a psychiatrist for the administration of a prescription drug for medication, and then be monitored on a weekly to monthly schedule while on the medication.
If you feel he may be in danger to himself or others, you have the legal and moral right to actually have him committed to a mental hospital where he would be analyzed and held for a minimum of 72 hours against his will, depending on his condition.
If you choose to go this route, you would have to call 911, and both the police and ambulance would arrive with sirens blaring and a possible stretcher to take him to the hospital. They would ask him a series of key questions to determine his mental status and check his body for signs of self mutilation in which he may have done harm to himself.
I tell it to you this way, so that you are prepared for the outcome.
Upon an individual being taken to a psychiatric hospital for evaluation, they automatically lose their right to own a weapon forever. (This might be a good thing in his condition). This is California law. It may be different in your state. The hospital admit also becomes a permanent part of their record, if he should ever be involved in a child custody issue, for instance. Their record for mental stability would be challenged.
I must also tell you that illegal drugs can also have this kind of an effect on an individual. Cocaine and Meth useage can also cause a person to act paranoid during the time the drug has taken effect. Be sure that he may not be using drugs, or perhaps even be on a prescribed medication you may not be aware of. If that be the case, he still needs help, but if the police get involved, then it could become a matter of a criminal offense and remain on his record, if he was found in possession of illegal drugs.
I appreciate that you are looking out for your friend. Perhaps Virginia Tech University needed more observant and caring individuals such as yourself to oversee this type of behavior. Many lives can and would have been saved.

Tvrdosin in Slovakia – the sign of a new trend in video surveillance
In the evening, a woman returns home along a sidewalk in the housing area. She is followed by two young men with hoods pulled over their heads. They look around, run up to the woman and snatch the purse, then join three other people, also identified as offenders… The perpetrators were caught several days after running a new video surveillance system in Tvrdosin.
Tvrdosin is a town with over 10,000 inhabitants, located 12 km from the Polish border (on the Chyzne – Ruzomberk route). The region is full of tourist attractions – Meander Park Thermal in Oravice (thermal watering place), Orava reservoir (large artificial lake), and ski areas. The city authorities decided to build video surveillance system to prevent acts of vandalism and other offenses. The system should be cost-effective, also in long-term perspective (low operational costs of monitoring center).
Traditional monitoring based on PTZ cameras can be effective only when is operated around the clock by a qualified staff. In the case of the small town the costs would be unacceptable. DIPOL Slovakia proposed to build a system based on fixed megapixel cameras. It is the sign of a new era in video monitoring – use of a combination of megapixel cameras with wide-angle lenses instead of PTZ devices.
The system employs eight 2.0 Mpix IP cameras
ULTICAM
DS-852MF-E. Three of these cameras have been installed on the walls of the town hall, the rest are deployed in the housing area, called Medvedzie. This district is 680 m away from the monitoring center. The video is transmitted wirelessly with Access Point integrated with antenna – ULTIAIR.
Each of the five video streams is sent at data rate of 4 Mbps, which is sufficient for high quality of the images (1600 x 1200 @ 12.5 fps). The monitoring center is located in the town hall. The system is managed (monitoring and recording) by ULTISYSTEM software. High-resolution images, both live and played back from the archive, can be digitally enlarged many times enabling identification of people who do not respect the law.
Advanced solution The idea of CCTV system built in Tvrdosin and based on the use of fixed megapixel cameras allows to use modern, intelligent software for image analysis, thereby reducing personnel costs associated with the operation of the Monitoring Center. In the future, this type of software will replace people in many surveillance operations. Modern software enables automatic execution of such functions as:
- detection of new objects,
- tracking of moving objects,
- face recognition,
- recognition of license plates,
- detection of long staying of a person or object,
- fire detection,
- counting people or objects,
- analysis of road traffic,
- analysis of behavior (e.g. fight)
